You will need to use a manual proxy since it is a scenery competition.

Use this
IP: 84.91.189.194 Port: 80
(the only one that i found working...though it have some difficulties...if you find more let us know)
After you set the proxy go to www.stardoll.com
Log In
Now go to to:
Enter the Competition by making a scenery. Get rid of the manual proxy and the flower should be in your suite.
